The entrance to Filmore Glen State Park is in the village of Moravia, NY on the east side of Owasco Lake. Lower Falls is a short walk in from the park pavilion near the beginning of the glen. The falls has worn away a large recess in the shale cliff under a limestone ledge, an area known as the "Cowsheds".
